format commands cannot reformat a device with a different FS type

Description
When I tried to use "formatExt2" or "formatFat" on a VMWare virtual disk that was pre-formatted as FAT32, I saw exceptions complaining that the fs type was incorrect. It seems that I cannot change the FS type of a disk.
