Make the command error messages consistent and internationalize them

Description
The jnode builtin commands often use different error messages for roughly the same error conditions. Sometime filenames are include, sometimes not. In addition the messages are all in English.
Someone needs to systematically "externalize" the error message strings into resource bundles, and translate them into our favourite non-English languages.

This is an important point that we are planning to address. It is a big task and a lot of work and I think we can safely exclude it from the scope of the upcomming 0.2.5 relase of JNode.
