Missing the "add new comment" link

When creating new topics in the forum the "add new comment" link is some times missing. Is there any reason why? I wanted to add a comment to the "System Thread (ID 512)" topic, but the link was missing, the link came when Ewout added a comment. Now I added the "Sending output to file" topic and again the link is missing, but I can't see why.

"User comments" -> Read/Write

I first edited you're topic (like I did with this one) to set the User comments field to "Read/Write" then the "Add new comment" link is back.

I'll try to find why this setting is sometimes wrong.

The time of the last post seams to have changed but I can't see my reply (It may have been posted 2 times as I reply 2 times with the same comment)
